The FHDA District Academic Senate (DAS) serves as the voice of the Academic Senates of the Foothill-De Anza Community College District. It is composed of all faculty at Foothill and De Anza Colleges, and is represented by the DAS Executive Committee, consisting of the Foothill and De Anza Academic Senate Officers and Senators.

    Welcome

    Voltaire Villanueva and Erik Woodbury welcome everyone to the second district senate meeting to continue the discussion on RSI and accessibility training.

    Previous Agreements and Current Proposals

    James Capurso and Allison Meezan summarized what was discussed and agreed upon from the previous meeting and continued with the rest of the slides in the proposal.

    The previous discussion went over the need to and a plan to comply with AP4105: Distance Ed and Correspondence Education, especially Regular and Substantive Interaction, RSI. The goal of the conversation was to agree on the requirements to meet AP 4105, as well as the documentation needed to assign an online section to a faculty member.

    The Four Documentation Items Required by AP 4105 are

    • Course complies with accessibility requirements set out in state and federal regulations
    • Sufficient training for the faculty member
    • How RSI will take place
    • Ensuring that RSI is taking place

    In the last meeting it was agreed that the training format can be synchronous, asynchronous or hybrid

    Identify New Areas of Agreement/Discuss Other Areas as Needed

    The new discussion continued with training, outcomes, and documentation. (from slide 8)

    Training will be required of all faculty teaching online or hybrid. Training must be completed prior to or within the first two quarters of the firstcourse assignment. There is an equivalency option for previous and other training that meet the learning requirements.

    Ensure RSI will happen in a Course. The syllabus addresses the mode and frequency in which students should expect instruction and communication from their instructor. Every syllabus should have a communication statement.

    Parking lot questions: 

    Where does hybrid come in? How many percent? Someone suggested 75%. 

    WHO is checking to see that training has been completed? Who is checking? Dean, TBD, to be negotiated.

    There was a lot of discussion on peer review or J1B evaluation to ensure RSI and accessibility is taking place. (Slides 11 & 12) Peer review is peer cohorts looking at each other's courses and giving collegial guidance. It does not have to be discipline specific.

    There were comments on the time commitment required, especially for a full J1. Who is available to do A or B? Who decides the A or B? Currently, there is no rubric looking just at the RSI and accessibility, independent of a complete J1B. Deans are so overworked that J1B don’t always get done.

    There were some subsequent discussions on whether option B should be a complete J1B or the minimum. There is a cost to doing option B. Every time someone does a J1B, if it's not an administrator and they're having a full time faculty member evaluate a part time faculty member it's $300. 

    Four documentation signoffs:

    Training, RSI review; accessibility review, syllabus.

    Time Commitment for FHDA Online Training 
    • New faculty, 12 - 18 hours of instruction, plus assignments
    • Previously trained instructors, 6-10 hours of instruction
    • Ongoing training: 4 hours every three years
    • RSI and Accessibility review-every three years
    • Syllabus documentation – every quarter
