Grey began the meeting and all present introduced themselves.
Approve Notes from January 16, 2018
Grey asked for the approval of the notes from the January 16, 2018 meeting. Cini indicated she thought the notes from the January 16, 2018 needed to be amended. The approval of the notes was postponed.
Grey updated the team on the following projects:
All fields are complete including the football field, soccer field and baseball field.
- The campus wide lighting project is still in progress.
- Flint Center parking garage punch list continues toward completion.
Steve Kitchen, Executive Director of Facilities and Operations shared with the team a faulty sensor on one of the cooling towers in the L Quad was replaced. The most recent incidents of classrooms being too hot in the L quad area, the facilities department discovered an outside air damper was not functioning properly. In addition it was noted that duct work in the area needed to be cleaned. Kitchen explained cleaning the duct work will allow air flow to increase, thus helping to make the classrooms and areas in the L Quad that are currently hot, more bearable. Facilities will be doing an assessment of what other work needs to be done in the area. Once the District has funding to upgrade all the systems, those items will be prioritized. Securing the funding will take time and requires design work to occur first.
Mahato shared when a repair or remodel presents itself an assessment takes place. The assessment usually brings back several scenarios with a price for each which includes a life cycle analysis to see what will be most cost effective.
Grey stated she thought the original assessment was done on the problems with the ventilation in the L Quad.
Cini stated the weather has been cooler but there is still not adequate ventilation. Shively and Ramskov echoed Cini’s concerns. Kitchen explained once the ducts have been cleaned, there would be better airflow.
Cini stated the lack of airflow was a health and safety issue. Grey stated if there was a health and safety concern, the classes should be moved to an alternate location.
Shively suggested in the short term it might help to have the chiller start working earlier.
Kitchen shared the District Facilities Department is continuing to monitor the temperatures and the technicians are currently changing out some non-functioning actuators. The temperatures in the L Quad rooms will continue to be hot on the days where we have higher temperatures. If alternative classrooms can be found it could be an ideal solution until a long term solution is found.
Wishart inquired about the age of the current equipment. Kitchen indicated much of the equipment is over fifty-years old.
Cini asked Kitchen for a recommendation to solve the current problems. Kitchen said the recommendation would be to secure new equipment.
Mahato shared the HVAC systems include a large network of hot and cold water pipes under the ground that help to heat and cool the buildings. De Anza has an antiquated system and replacing the control systems for HVAC could run into the millions of dollars.
Mahato explained the design process, the state architect process and the bidding process. The District is able to fund the design piece of a project but a project cannot go out to bid unless the District has the funding.
Grey reminded the group the Campus Facilities Team is part of the process of prioritizing projects once a funding source has been identified. Kitchen echoed Grey and stated the responsibility of prioritizing projects is the responsibility of the respective campuses.
City of Cupertino Temporary Construction Easement
The City of Cupertino is seeking a temporary construction easement to install a bike lane on the south side of the campus. The request will go to the Board in June or July. If approved, work will begin in October.
The Facilities Master Plan review hired a firm that outlined a rough draft of potential projects. The list will be reviewed at some point in the future with the Executive Bond Committee.
The hot water in the PE showers has been repaired.
The FF&E Coordinator, Lockwood has been working on a campus maternity room for faculty, staff and students. The location and details will be shared when Lockwood returns from leave.
Gannon expressed concerns that the Meditation Room in the Campus Center is being misused and suggested a list of rules or guidelines for use.
Ueda from DASB shared the students have been concerned the water bottle filling stations are not working properly. Grey asked Ueda to check with DASB and forward a list of the stations that are not functioning to Gore.
