    With Bay Area & national incidents of violence and hostilities against Asians on the rise in the wake of increased hate rhetoric especially during the pandemic, also voiced/goaded on by our previous US President,  and with our college's student population being 40% Asian and Asian American-identified student, we will discuss what faculty and students are experiencing, and things that Academic Senate and our college can do in the form of public statement/resolution as well as faculty advocacy for addressing student and employee stress from these incidents, and collaboration with other offices and groups such as Office of Equity, APASA, DASB, and other affinity groups to denounce and shed light and understanding on hate, systemic racial inequalities, and white supremacist ideologies.

    CANDID Inclusion Series

    Standing Against Racism and Injustice

    The Office of Communications is proud to present CAN/DID, a new multimedia series that explores equity and social justice issues by drawing on the knowledge and experiences of our own community members – including students, faculty and classified professionals.

    The first video to be released is a preview of future installments in the occasional series, which will incorporate online video, social media and other formats to examine lessons we can all learn from the struggles of different groups and individuals

    The CAN/DID Inclusion Series is produced by the multimedia team and others in the Office of Communications, in consultation with the Office of Equity, Social Justice and Multicultural Education. It was developed as a way to expand on collegewide efforts following the murder of George Floyd in May 2020. Those efforts included funding of a full-time, permanent position for an Umoja program counselor, online discussions and activities for students and employees, and the creation of the Standing Against Racism resource webpage.

    • Rusty: Chancellor’s District Return to Campus meeting last Thursday was well attended with over 480 people in the zoom call. There was not much detailed information. There are not many people on the Return to Campus Committee. The consultant was not on the call. 
    • President Holmes had a meeting with Athletics and the senior staff last Friday. The senior staff expressed support for a safe return to camps with a tentative 5/3 date for athletes to return to De Anza campus. There is a possible 3/24 joint meeting with De Anza and Foothill Athletics programs to discuss plans. Athletics has updated their safe return to campus plans submitted in the Fall quarter. They are ready to implement the plan. President Holmes, deans, and directors will meet this Wednesday to discuss their return to campus.
    • Mary P: Congratulations to the 8 teams from the CIS department that competed in the ICPC (international collegiate programming contest) De Anza students won first place in the division I Pacific Northwest Regional Contest, beating UCB (6th place) and Stanford (7th place). They are the only team among 47 teams that solved all 17 hard problems while the next team only solved 15.     • Karen: Happy International Women’s Day.


    Standing Committee updates

    Instructional Planning and Budget Team (IPBT)

    • They have created the criteria for an equity based qualitative prioritization of positions to put into a rubric to review future requests.
    • Cecilia had a question on the timing for requests for positions.
    • Mary explained that it was already done. 40 requests came through program review last year. They were prioritized to 8 positions as the starting point.  The new list will depend on openings from new retirements.

    Equity Action Council (EAC)

    • Feb 24 meeting: Guided Pathway update from Claudia Guzman, Office of Professional Development. It is a student centered educational model that can increase the number of students earning degrees and certificates; she explained the 4 pillars, 6 meta majors; and the 6 villages.
    • Reflection and feedback on the professional development r with Dr. DeGruy. There were a lot of concerns around the fishbowl; how the facilitators were selected, would like a more diverse panel. Concerns over classified not being represented in the activities, presentations, fishbowl or breakout rooms. The breakout rooms were unorganized.
    • They felt that Dr. DeGruy was not properly utilized. The group that made the request for Dr DeGruy was not included in the planning of the presentation. There was some confusion over the expected outcome for the day.
    • The next topic was anti Asian violence. The multiracial planning group has met with ASAM and AAPI members to discuss their next step.

    De Anza Associated Student Body (DASB)

    • The 2021-2022 Senate Election is officially over; 3% of the student body voted; 2nd readings on Juneteenth resolution and the Affordable Housing resolution. A new chair for the student feedback committee. ES workshop Tuesday, 11 to 1 and Thursday 11 to 2. New senator joins on Wed, March 10.

    Chancellor’s Zoom

    • Karen encouraged all the faculty to attend the Chancellor’s open office hour zoom on Wednesdays from 11 to 12. Information shared is useful and relevant. On average around 170 people around the district zoom in. It has become a good place for people in the district to gather and connect during SIP.

    Senior Staff Weekly Zoom

    • Monday senior staff zoom 1 to 1:30. No senior staff meeting this week due to the special Board of Trustee meeting to discuss changes in the  Trustee Election. The trustees will run for their respective districts to ensure equal representation.

    Affordable Housing Resolution
    (2021) First Read

    First reading of the Affordable Housing Resolution (2021), and have any needed discussion on this topic, keeping in mind the need for transparency and a proper equitable process when considering affordable housing.

    Bob shared some background leading to the resolution.

    FA, the FA PAC (the political action committee), and its internship program, along with groups like VIDA, and the renters rights interns have been working to identify and to lift up the basic needs of students. Studies in the last several years have identified homelessness and housing insecurity to be the prominent issues. They started this work intentionally three to four years ago.

    When the district decided to go out for a bond, they actively organized to put pressure on the board of trustees to include affordable, below market rate student and workforce (that include classified, faculty, and administrators) housing.

    A coalition with the FA PAC internship program as the principal holder drafted this housing resolution. The internship program recruited 185 students to support Measures G&H with phone banks and texting banks. The coalition included students, faculty, and classified staff working together to bring attention and serious consideration to the housing issues.

    The resolution asks for the support for the creation of a task force in a timely manner with a clear set of goals and expectations. A task force that would look very seriously at how the district will allocate the $200 to $300 million from Measure G passed last March.

    They have grown increasingly concerned that serious consideration will not be given to the on campus housing option. They believed that there is significant merits for on campus housing for students, faculty, and staff. 

    Another key point. There hasn't been serious, consistent engagement with classified staff, faculty, and students, the ones most likely eligible for any affordable housing built on or off campus.

    Kimberly: on behalf of students at both campuses, she expressed immense frustration over how housing is being treated and how decisions are being made without input from those involved. There is no real accountability. Off campus housing has been explicitly stated to be the preferred method of housing without input from those most likely to be housed or through any shared governance process.

    There's much frustration with informational meetings where information being told is just not enough. At the last meeting on the 23rd, there were close to 300 participants and less than 35 minutes to answer their questions. This resolution is a call out to make the process as inclusive as possible. They wanted to move quickly and to make sure that housing insecurity is addressed and to ensure that these types of decisions are not made without them.

    They asked for a fair and proper process; not enough has been done. They have made multiple efforts to meet with the Chancellor and senior staff to discuss this matter. They are taking the matter to the Chancellor’s Advisory Committee this Friday.

    The resolution has been adopted by FA. They are also taking it to the Classified Senate at De Anza as well as the Academic Senate at Foothill. They wanted to get support from major stakeholders and their leadership.

    Cynthia thanked Bob and Kimberly. She acknowledged the student work to advocate for and helped pass Measure G. The process has been disrespectful and shared governance has been lacking. She deeply appreciated their enthusiasm and hard work.

    Students worked really hard on the Measure G; students were crucial in the passing of the bond. Student voices are incredibly important at every step!

    The students did so much to get measure G passed. Their mantra has always been affordable housing. 

    That’s super frustrating!!! Students played a huge role in this, and to be dismissed is disheartening.

    Kimberly: DASB and AFSC have respectively donated $12,000 and $19,000 to the Measures G & H campaign. At presentations to support the campaign Flint center was mentioned specifically as a possible site for housing. On the other hand, the decision for the event center place did not include students. The decision for affordable housing should have been an equitable decision. Students have been really frustrated and depressed. Some have quit. completely.  Decisions are still being made without student, faculty, and staff inputs.

    Bob: They felt that the district had already decided to pursue off campus housing partnership with a private group in Mountain View. The De Anza and Foothill presidents do not support on campus housing. They would like the district to slow down and consider the on campus housing option. There are 13 other community colleges with on campus housing. There are benefits for students living on campus housing. Unfortunately, this is a pattern where decisions are made and then handed down as if they reflect shared governance and it's just not appropriate.

    Terence: A school like De Anza, with a huge international student population, and in one of the most expensive housing markets in the country NEEDS student housing.

    Mary P: On campus housing would give our students the benefit and experience of living in a student community.

    Kimberly: DASB has had at least four to five calls with President homes and with senior staff, demanding that students be included in this process, asking for on campus housing to be seriously included in the decision making to no avail. And so it was after many, many months of trying to communicate on their own, trying to resolve these conflicts that they have come to this resolution.

    Ishmael asked if there is any limiting language in the bond measure that could be helpful here

    Bob: There is in fact written language in the bond identifying housing as one of the expenditures. On the statewide front there is a positive trend toward legislation that makes it easier for community colleges and other institutions to build housing. One of our local assembly members just introduced legislation to ease the process. He added that the bond language specifically mentioned, 200 and $300 million for housing. Now $200 million is now being mentioned; they would like to push for the $300 million.

    Karen asked Bob and Kimberly about their intent and request for Senate action. She suggested that the action could be, “the Academic Senate supports this resolution, presented by Bob and Kimberly on behalf of the name of the group.”

    Karen (to the voting member): if the action is to express Senate support for this resolution then the Senate would be expressing support to the entire resolution, all five pages of it. She asked everyone to take time to read through the resolution, so that each person’s vote actually reflects supporting, not supporting or abstaining from supporting the resolution.

    Kimberly explained the reason for the very long resolution and so many whereas. Their primary motive was to make the whereas as clear as possible and making it so long, was to urge the board of trustees to understand the events that have led up to this point, and also to be very clear that they have done their research. The motive is to provide as much context as possible and also to let leadership know that they are very serious and that they pay attention to what has been said and the decisions that have been made.

    They are seeking support from shared governance groups throughout the district. They plan to take that support to meetings with the chancellor, and to board of trustees meetings.  They will use it in their conversations with the members of the board to urge them to take action on this issue they committed to last fall.
