I. Approval of Agenda and Meeting Notes: Notes of October 20, 2009 and agenda of October 27, 2009 were approved.
II. Recommendations to College Council: C. Espinosa-Pieb spoke to the reality of having to deal with the $6.9 million reductions—which would be effective on
July 1, 2010. She continued to explain the time-line of early to mid January notification cuts, and about developing a thoughtful process to work with the $3.5 million categorical reductions. The handout, DAC 2009-10 Phase 2 Budget Planning Worksheet; Funds 14 & Categorical Budgets and Reductions, was referred to—listing Option 1 and Option 2. It was suggested that the team members take this document to their constituencies for information distribution and discussion. After a discussion, the IPBT members agreed to take forward the recommendation of being able to implement both Options 1 and Options 2—not being locked into one specific option—to College Council.
Other points of discussion were:
- IPBT and the instructional divisions will determine by December 1 how to cut between the amounts from Option 1 up to Option 2 which may not involve positions as shown.
- Rubrics for each type of course/service are being created
- Actual cuts may not be proportional to a division's budget percentage
- There will be an "Option 3" based on criteria and priorities
- Determining “what is core” when developing the rubric
Another topic of discussion was on establishing “college priorities,” and how to determine what criteria to use. A charge was given to the team members to form sub-committees to analyze and determine criteria for prioritizing the following categories and to bring back their research materials for IPBT on November 3, 2009.
