1) Approve Notes from March 8, 2013

2) Budget & Enrollment Update

Watson presented the updates referring to the handouts posted above.

May revise should be released next week. More information will be available after the Revise is released.

IPBT, Deans and the enrollment management team are working hard to firm enrollment figures. The District still has 2013-14 year to gain back the 295 enrollment. We have a further two years 13-14 & 14-15 to regain the balance of the lost enrollment.

Repeatability, Title V changes and lower high school graduation rates have all impacted enrollment in most of California. Southern California is the only part of the State that has not seen a drop in enrollment.

3) Student Employment Changes for 2013-14

To All De Anza College Administrators, Managers, and Supervisors:
I would like to inform you about important changes to student employment that will be effective starting July 1, 2013.
Please pass this information on to all student employees and web time aprovers in your area.  
Important Student Employment Changes for 2013-14
1. Total Hours of Employment
Except for CalWorks students, student workers must be employed less than 20 hours in one week, regardless of the number of positions in which they are employed or whether the student is working during the Summer session and is not enrolled in Summer session classes. Students may not be allowed to work more than 8 hours in one day.
2. Full-Time Students
Student workers are required to be full-time students in order to work unless employed in a college work-study program or in a college work experience program.
Full-time students are those who maintain enrollment in:
1) twelve (12) or more units during the Fall or Spring Quarter or
2) in six (6) or more units during the Summer session.
Student workers are required to maintain full-time enrollment throughout each of these terms.
3. Part-Time Students
Part-time students can only be employed if they meet specific unit requirements and are employed in a college work-study program or in a college work experience program financed by state or federal funds.
Part-time students are those who maintain enrollment in less than twelve (12) units, but at least six (6) units, during either the Fall or Spring Quarter, or who are enrolled in at least one (1) unit, during the Summer session.  
4. Exemption for this summer only
For this summer only, to allow for a transitional period, student workers who were enrolled part-time in the Spring Quarter, but maintained enrollment in 6 units or more throughout the quarter will be allowed to work in the summer.
5. Overlap of Classified Bargaining Unit Position
Students cannot be employed to perform duties that have previously been exclusively performed by bargaining unit workers. Further, students cannot be employed if that results in the displacement or replacement of classified workers.

Title V is California State policy. These students must be enrolled in more than 12 units and can only work less than 20 hrs. In general, these students are funded by non-federal funds. i.e. grants/perkins/ etc.

Title IV is Federal policy. Work study funded students are covered by Title IV. Title IV students still only need to be enrolled in 6 units.

Regulations are in line with the new Student Success implementation. 

4) Materials Fees Update

Based on an audit finding from last year, the district policy is to eliminate all Materials Fees and to reinstate on a case by case basis. All Materials fees will be fully tracked and balances will be zeroed out at the end of the quarter.

Departments are doing a good job with spending down the materials fees.

Looking at other solutions including more online posting and print kiosks

VTE are the auditors. Watson is working directly with the auditor with the goal of not receiving another audit finding.

5) Self Funded Program Review Presentation Schedule

A reminder that all programs that have not finalized and submitted their programs reviews to the FERPBT must do so by end of June 2013.

OTI will be performing Program Reviews and be incorporated in FER PBT now that they report to VP of Finance.

Newell reminds departments that she if available to assist them with ongoing work on AUO Goals, Outcome Statements and evaluation tools.
